Delaware - Delaware Public Service Commission orders Delmarva Electric to pursue wind energy contracts, instead of constructing a 630 MW coal-fired power plant.

Minnesota - Minnesota Public Utilities Administrative Law Judges recommended the permit for the proposed Mesaba IGCC plant be denied stating it is not a least-cost resource nor is it an “innovative energy project”

Oregon - The Oregon Public Utilities Commission denies PacifiCorp’s request to build two coal-fired power plants totaling 1100 MW, stating the company failed to show need.

The PUC also found the proposed plants were inconsistent with the company’s prior stated goal of pursuing energy efficiency, conservation, and power purchases.

Texas – TXU Corporation, as part of a $45 billion buyout, agrees to abandon plans to build 8 of the 11 proposed coal-fired power plants. The buyout agreement also killed plans for new coal-fired plants in Pennsylvania and Virginia.

Florida – The Florida Public Services Commission voted 4-0 to reject Florida Power and Light’s proposal to build a 1960 MW coal-fired power plant. The FPSC stated FL can meet its electric demands with cleaner and cheaper alternatives stating the proposed plant was not the least cost resource because of future CO2 compliance costs.

A group of Florida utilities pulled the plug on a proposed 800 MW coal-fired power plant citing concerns over global warming. They stated “The Taylor Energy Center announced plans July 3, 2007, to suspend permitting activities and participate in a state dialogue on Florida’s energy future. Florida is a growing state, and our need for electricity is growing, too. We can all agree that those needs must be met with a power source that is reliable, affordable and environmentally responsible.”

Tampa Electric defers use of IGCC technology citing financial risk to customers and shareholders from uncertain carbon requirements. President Chuck Black said, “We believe there is a role for IGCC in Tampa Electric’s future generation plans, but with the uncertainty of carbon capture and sequestration regulations being discussed at the federal and state levels, the timing is not right to utilize it for a baseload facility needed by 2013. We are not prepared to expose our customers and shareholders to that risk.”

The Florida Department of Environmental Protection denied the site certification for Seminole Electric’s proposed 750 MW coal-fired power plant. The DEP asserted that Seminole did not show that the project minimizes “the adverse effects on human health, the environment and the ecology of the land.”

Southern Company halted construction of a proposed IGCC plant. According to Southern Company, the decision was driven by continuing uncertainty surrounding potential state regulations relating to greenhouse gas emissions.

Kentucky - The Franklin Circuit Court ruled against Peabody’s proposed coal-fired power plant citing it as a threat to public health. The court remanded the Clean Air Act permit back to Secretary of Environmental and Public Protection noting the lack of modern pollution controls would endanger public health.

Arizona - Southwestern Power Group changed plans to burn coal at its Bowie Plant’s second unit, and instead will burn natural gas. The announcement was a result of enormous pressure from local citizens.

Oklahoma - The Oklahoma Corporation Commission rejected a request for pre-approval to build a 950 MW coal-fired plant by AEP and Oklahoma Gas and Electric ruling the companies did not prove that they had adequately explored alternative forms of energy.

Iowa - The Iowa City Development Board rejected the City of Waterloo’s application to annex land for the construction of a 750 MW coal-fired power plant.

Kansas - Kansas regulators denied an air permit for Sunflower Electric’s proposed 1400 MW coal-fired power plant. Roderick Bremby, Secretary of Kansas Department of Health and Environment, stated “After careful consideration of my responsibility to protect the public health and environment from actual, threatened or potential harm from air pollution, I have decided to deny the Sunflower Electric Power Corporation application for an air quality permit, I believe it would be irresponsible to ignore emerging information about the contribution of carbon dioxide and other greenhouse gases to climate change and the potential harm to our environment and health if we do nothing."

Maine - Voters in the town of Wiscasset voted 868-707 to reject ballot questions necessary for a $1.5 billion coal gasification plant. The vote would have allowed Twin River Energy Center to exceed zoning height limits.

Idaho - Idaho Power Company abandoned plans to build a 250 MW coal-fired power plant stating coal-fired generation is not the best technology to meet its resource needs. The company told federal stock market regulators that escalating costs, permit issues and greenhouse-gas-emission concerns led it to abandon their plans.

The Idaho House of Representatives voted 64-5 in favor of a two year moratorium on the building of new coal-fired power plants.

California - The California Public Utilities Commission proposed rules to prohibit California utilities from buying power generated by coal-fired power plants in neighboring states.

Washington - A Washington state regulatory board advised the governor to reject plans for Energy Northwest's proposed 680-megawatt integrated gasification combined-cycle (IGCC) power plant because plans do not specify how carbon dioxide emissions would be sequestered underground.
