Utility and Related Industries Gave Over $500,000 in Campaign Contributions

2006 Campaign Finance Report: Campaign Contributions in the Year 2005 from the Telecommunications, Utility and Coal Industries to Members of the Indiana General Assembly, Political Parties, and the Executive Branch (including the Attorney General)

INTRODUCTION
The following is a synopsis of campaign contributions to Indiana state legislators, the Democrat and Republican Parties, and the executive branch of Indiana government (including the Attorney General) from Indiana utilities and related companies.

The information was taken from the state campaign finance database.

SYNOPSIS OF LARGE COMPANY DONORS
In 2005, Indiana utility companies, their representatives, and telecommunications companies contributed over $500,000 to Indiana legislators, the Democrat and Republican Parties, and Governor Daniels.

Among telecommunications companies, SBC (which recently acquired AT&T and renamed itself AT&T) gave nearly $80,000. (See Telecommunications Link on this Web site for information about possibly the worst anti-consumer bill in Indiana history.)

The nearest competitor in spending to SBC among telecommunications companies was Verizon with over $21,000 in contributions.

The largest contributor among gas electric monopolies in Indiana was Cinergy (which recently merged with Duke Energy and assumed the Duke moniker) contributed over $60,000. Cinergy was followed by Vectren with over $50,000. IPL and AEP followed with over $43,000 and $42,000 respectively. The association for the rural electric cooperatives (IFRE, Indiana Friends for Rural Electrification) contributed close to $90,000.

TOP LEGISLATIVE RECIPIENTS
The top recipients of utility/related industry campaign contributions in the Indiana House of Representatives were:

  • House Speaker Brian Bosma (R-88): $17,700
  • Minority Leader B. Patrick Bauer (D-6): $7,500
  • Troy Woodruff (R-64): $7,000
  • Russ Stillwell (D-74, House Minority Floor Leader): $6,950
  • Jeff Espich (R-82, Chair of the House Ways and Means Committee): $6,550
  • L. Jack Lutz (R-35, Chair of the House Utilities Committee): $6,000
  • Woody Burton (R-58): $5,976
  • P. Eric Turner (R-32): $ 5,550
  • Michael Murphy (R-90, Chair of the House Technology Committee, to which the AT&T bill was assigned): $5,150

The election could change the power relationships in the House.

The top recipients of utility/related industry campaign contributions in the Indiana Senate were:

  • Pres. Pro Tem. Robert Garton (R-41, defeated in the recent primary): $14,300
  • Thomas Wyss (R-15, Chair of the Senate Utilities Committee, to which the AT&T legislation was assigned): $7,600
  • Luke Kenley (R-20): $6,593.52
  • David Long (R-16, Majority Leader): $6,200
  • James Merritt (R-31, Majority Caucus Chair): $6,000
  • John Drozda (R-21, former AEP lobbyist): $5,375
  • Robert Meeks (R-13, Chair of Senate Appropriations): $5,150
  • Lindel Hume (D-48, the only Democrat in the top 8 Senate recipients): $5,100

The election could change the power relationships in the Senate.

SYNOPSIS FOR GOVERNOR DANIELS
Governor Daniels received $81,815.35 in contributions. He received:

  • From SBC: $15,156.37
  • From IPL: $10,000
  • From NiSource: $14,000
  • From Cinergy: $9,000

Governor Daniels is a former member of the IPL board of directors.

BREAKDOWN FOR POLITICAL PARTIES AND THE HOUSE AND SENATE

  • House Democrats received $57,770.
  • House Republicans received $134,551.
  • Total House Contributions: $192,321.

  • Senate Democrats received $21,576.85.
