27 Public Interest Organizations Call on Indiana Local Governments to Enact Data Center Moratorium

INDIANAPOLIS27 public interest organizations are urging local governments across Indiana to immediately enact a moratorium on new data center development, permitting, and construction to allow adequate time for reasonable policies and regulations to be enacted that protect Hoosiers from harmful impacts.

A moratorium is a temporary pause that would provide elected officials with time to evaluate the potential impacts of data centers, hear from constituents, and develop appropriate and protective zoning and permitting regulations, to the extent they decide to allow this type of development. A moratorium can be indefinite or for a defined period. 

 

“AI data centers are the number one threat to utility affordability, reliability, and environmental sustainability in Indiana,” said Ben Inskeep, CAC Program Director. “Elected officials should ensure that there are adequate rules in place to protect their constituents from the extremely harmful impacts that a data center can impose on a community.”

 

Dozens of local governments across the country have pumped the brakes on hasty data center development, including 13 counties in Indiana that have already passed a moratorium or prohibition. Local governments and residents cite concerns about noise, water use, electricity supply, utility affordability, pollution, the cost of subsidies, property values, a lack of transparency, harmful uses and impacts of artificial intelligence technology, and long-term infrastructure strain, among other concerns. 

 

Approximately 60 large data center proposals have been made in Indiana over the past two years, yet few local governments have ordinances in place expressly addressing this type of development. Furthermore, the General Assembly has prioritized subsidies and favorable regulation incenting data centers over protections for residents. This policy gap leaves Hoosiers vulnerable to large, harmful impacts from data center development, necessitating a moratorium until it can be fully addressed.
