HB1061: Interim study on private property rights

Description: House Bill 1061 urges the legislative council to assign to the interim study committee on environmental affairs or another appropriate study committee for study during the 2015 legislative interim the topic of establishing a private property rights protection act in Indiana based on the Florida "Bert J. Harris, Jr., Private Property Rights Protection Act".

Note: This ALEC bill was the subject of litigation in Pennsylvania in 2012, and was later overturned by the Pennsylvania Supreme Court.

 

HB1084: Grants for green industry jobs

Position: CAC supports this bill

Description: House Bill 1084 would establish a green jobs training program to support opportunities for eligible workers to receive job training in green industry sectors and occupations, establishing a green jobs training fund. The bill would provide that the department shall: (1) identify and develop the framework, potential funding, strategies, policies, partnerships, and opportunities necessary to address the need for a highly skilled and well-trained workforce to meet the needs of the green economy; and (2) subject to the availability of appropriated funds, award grants from the green jobs training fund to employers and other persons for worker training grants.

 

Mass Transit

HB1215: Public mass transportation

Status: Died in the House Ways and Means committee

Position: CAC supports this bill

Description: House Bill 1215 makes an appropriation to the Indiana Department of Transportation (INDOT) for promoting and developing public mass transportation in Indiana as permitted by the public mass transportation fund. The bill specifies that the appropriation is $60,000,000 for state fiscal year 2015-2016 and $60,000,000 for state fiscal year 2016-2017 and that the appropriation is instead of the appropriation set forth in the state budget act.

 

Environment

HB1290: Nullification of EPA regulations in Indiana

Status: Died in the House Environmental Affairs Committee

Position: CAC opposes this bill

Description: House Bill 1290 nullifies all regulations imposed in Indiana by the United States Environmental Protection Agency (EPA). Provides that the department of environmental management shall provide environmental protection for the citizens of Indiana.
